Open up Regedit and go to;

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome

if you see an item on the right side called;

“ExternalProtocolDialogShowAlwaysOpenCheckbox”

Delete this item and and restart chrome.
